Why not include also the issuance of fish pen permits in areas that are supposed to be open and navigable channels, rivers and tributaries. We’ve seen the aftermath of the great flood. Fish pens are obstructions to proper drainage from higher grounds to low lying areas. They’re also impediments to rescue missions, dredging and limit navigation to our small fishermen to the open sea.

Now that fish pens have been washed away or damaged by the recent killer flood, the office of the City Mayor must now step in and issue a tall order (executive order) to fish pen owners not to reassemble their existing structures.

Fish pen owners are usually relatives, friends, political supporters, police and military top ranking officials of the gov’t. Don’t mull it, this is the time to strike the iron while it’s still hot.
