Why pay for RFID?

SP Posters, help me understand this RFID soon to be implemented by LTO Chief Art Lomibao.

Here is the quote from the Chief, “The RFID project, he said, was studied thoroughly by the DOTC and by his office and found it to be “legal, fair and reasonable”, including the P350 cost per tag…..The LTO plans to implement RFID stickers beginning October. All motor vehicles, such as cars, trucks, jeeps, jeepneys, sports utility vans and motorcycles will be required to have RFID stickers upon registration and renewal. ….The tag can help lawmen curb car theft, proliferation of colorum utility vehicles, and other illegal activities on the road, Lomibao added.”

Now, why do the owners have to pay for the benefit and efficiency of lawmen, or the insurance companies or auto makers? With efficiency of lawmen they would not need as many as they have now. Would this reduction of manpower be a benefit to the PNP?

Here in New Jersey, several insurance companies will install RFIDs in the car in exchange for a discount in your premiums. Benefit they get is to weed out drivers with bad behaviors or accident prone. Auto makers like Toyota will give you rebates if you let them install one for tracking your driving habits and car reliability.

EZ pass tags are another type of RFID that several states are part of gives you discounts in tolls just to have it Their benefit is to have high speed at toll ways and reduce cars in the toll ways.
 I am sure lots of companies and professionals would buy the data mined from the information collected from these RFIDs including lawyers defending their clients from being framed from illegal violations of those lawmen.

The LTO would generate lots of money from these RFIDs not only from the motor registrant but also drivers violating the traffic codes, and from selling information mine from these devices. 
Most likely new vehicles already have them installed with one from the pier as they are tracked for inventory control.

So why is the motorist required to pay for something that is FREE, might be a practice that only could be done in the Philippines? I smell taxation like the VAT! Bishop Cruz had fully articulated that tax burden to the people called VAT and now RFID FEES, initial and annual registration.
