Ms. Aurora Lomibao,
The yearly flooding, the pollution in the river, and the beach I thought are just natural results like the monsoon rains that come every year.
The city I think does not see them as problems otherwise they would have acted on the impending consequences they would bear from their constituents.
Do you think the people say it is a problem? Do they think they are just part of the fate they have to live with? I do not read or hear them clamoring for solutions. They have to take action if they think it is a problem.
