This is the same token of test Bro Art Lomibao took in assuming the Chief of LTO. I know Bro Art is a clean freak and will weed out cops stopping truckers of La Trinidad vegetable bowl to Cubao farmer’s market. This is highway robbery to fund their happy hours before sundown or some cash for their significant others.
I also hope that Bro Art will also introduce actual road test, eye test and driver’s safety code exam (speed limits, traffic signs, turning at intersections, etc). The urine test is flawed becoming a root cause for corruption.
Progressive countries didn’t go this far. Cut it out.
