Good governance entirely depends on the officials’ will, moral values or conscience and it certainly is possible and works. Corrupt officials always use the excuse that they are helpless in stopping corruption, so they go along with it.
Just like one official who said Jueteng can not be stopped, is like a typical prostitute or illegal drug dealer saying that they are doing it because of poverty.
The expose of the World Bank is not surprising to any Filipino and those who can stop it are not even concerned because they have no conscience. Violence like what those vigilantes are doing with the holduppers, drug dealers, is not a good way to stop this menace to society, but how do you stop people in power from doing more damage to society who control everybody who are supposed to enforced the law?
The available legal checks and balances are not good enough for the Philippines. To progress, it requires the “highest form of public service”.
