Unqualified police chiefs in Dagupan

Arresting a barangay captain in the biggest barangay in any city is treated as a high profile case.
We read this news that he dispatched his team and he was the one who could make such a call not an underling.
But does chief of police Mariano Luis Verzosa lack the technical expertise to brief the team he dispatched to make a proper arrest? Why is Dagupan City being manned by unqualified police chiefs?
The last police chief was arrested for involvement in illegal drugs in the Naguillian case, now we have another chief being questioned for not knowing how to do a proper arrest.
Dagupan has not seen the sunset days of outstanding police chiefs like Ebdane. Let’s have more like him.
