A matter of economics for fishponds owners to sell their ponds to land developers, squatters building in river banks and fishpens, and bureaucratic hands open for their booty and heads turned.

The more the red tape the bigger is the take. A win win for everyone involved. Developers, illegal squatters, and the head turners all know the system like a well oiled machine. It takes lots of investments to oil that machine that the poor can not play.

Like some posters said it has played out for ages. More of it to come. It will take money, courage, and collective will to stop it.
