The planned 88-kilometer Tarlac-Pangasinan-La Union expressway may soon be a reality as the national government fast-tracks right-of-way acquisitions, a Cabinet official announced in a media forum here.

Secretary Hermogenes Esperon, Jr. of the Presidential Management Staff told the Pangasinan Press and Radio Club Kapihan forum in Dagupan that the first phase of the road project from La Paz to Gerona in Tarlac province, which covers 19 kilometers, is expected to be completed not later than the first quarter of next year.

The road right-of-way concerns, usually a major factor under consideration in road projects, are now being addressed so that the construction of the first phase will start by May 15, Esperon said.

The second phase, the stretch from Gerona to Carmen in Rosales town that covers 28 kilometers, is scheduled for completion by 2011.

Travel time from Pangasinan to Manila would be reduced by at least an hour once the 41-kilometer La Paz-Carmen road stretch is completed.

The P11-billion-project will be funded partly by foreign loans and the rest by the national government.
