Appointments of 3 department heads confirmed
WITH OPPOSITION’S RESERVATIONS
THE Dagupan Sangguniang Panlungsod passed resolutions concurring with the appointments of three senior officials of the Dagupan City government by Mayor Belen Fernandez during its April 16 regular session.
The three officials whose appointments were approved were department heads Atty. Froilan Fermill as head of the Human Resources Management Office; Engr. Josephine Corpuz as City Engineer 1, and Engr. Camilo Cayabyab as General Service Officer 1.
Councilor Jeslito Seen moved for the passage of the resolution approving appointments of both Fermill and Cayabyab, while Councilors Dennis Canto moved for the approval of the appointment of Corpuz.
However, the majority councilors agreed to approve the appointments of the three senior officials, they maintained that their concurrence is without prejudice to the decision of a case they filed in court questioning the validity of the passage of the ordinance that enacted the 2023 annual budget which they maintained as “illegally passed.
Councilor Alfie Fernandez, chair of the committee of civil service appointments and a member of the SP majority, explained that the Personnel Selection Board was created on September 26, 2023.
The case filed by the seven opposition councilors contended that the 2023 annual budget was passed only by a simple majority and not by a qualified majority as provided for by the local government code and a decision of the Supreme Court in 2022 was dismissed by Branch 76 of the Regional Trial Court in Dagupan City.
Councilor and Minority Floor Leader Michael Fernandez objected to the manifestation questioning the validity of the Personnel Selection Board because he maintained that it was created by a separate resolution, and not a part of the ordinance that enacted the 2023 annual budget. (Leonardo Micua)
