VG Lambino: Capitol Development Plan will minimize flooding

VICE Governor Mark Lambino said the Capitol Development Plan aims to mitigate the effects of climate change in the area, particularly, worsening flooding in the Capitol Complex

He said the existing drainage and drainage network in the complex can no longer accommodate the volume of rainfall during a typhoon that affects the Capitol Complex and cited the masterplan on the upgrade of road network and drainage systems in the Capitol Complex.

He said the workplan was based on the recommendation of the environmental planners, with a proposal to include changing layout of roads, improvement of the drainage system and reducing and replacement some of trees in the Capitol Complex, from the Maramba Blvd. up to the beachfront.

He clarified that the trees that need to be removed are the invasive and non-endemic trees, numbering around 300 to 400, that are not helping to minimize flooding but added that these will be replaced by native trees known to grow well in the province while at the same time flourish the growth of grasses and lead to the return of birds.

He said a group of native trees enthusiasts has also recommended planting of native trees based on public consultations made.

“We want to preserve the Capitol Complex several generations from now,” he said.

Lambino added that the National Historical Commission approved the transfer of some historical landmarks of the Lingayen Gulf Landings nearer to the sea where the landing actually happened. (Eva Visperas)
