Car owner smells graft versus towing firm

A car owner whose vehicle’s tire was clamped by the Public Order and Safety Office (POSO) on Sept. 4 at 11:00 a.m. for parking briefly on Zamora street wondered if the fine and impoundment fee he paid for his supposed violation ever went to the city coffer.

Edwin Coquia, owner of gray Toyota Innova, whose vehicle was clamped by POSO men, initially bewailed the clamping since he parked in an unmarked area on the street. But his pleas and explanation were not heeded

He said he expected to be issued an official receipt from the city government but instead he was issued the official receipt of JLD Motor Works & Gen. Service for P1,000. He pointed out that instead of P1,100, he ended up being made to pay only P700, earning P300 discount in the process. And that’s what.

But he was also made to pay P100 purportedly for impoundment fee as indicated in another official receipt issued by JLD but his car was never impounded.

Coquia came to the PUNCH office to report the incident and to verify if JLD is, indeed, the contractor tasked to tow away illegally parked vehicles in the streets of Dagupan.

He also wondered if JLD, owned by proprietor Jaime L. de la Peña of Sta. Maria, San Jacinto, remits its collections including the separate impoundment fees charged to the city treasurer’s office.

Coquia argued the payment of owners of the clamped vehicle, including the impoundment fee that they pay, must go the city to enrich its coffers and not to the pockets of the private contractor.

Coquia turned over photo copies of his official receipts, including the notice about his clamped vehicle to the PUNCH, and expressed hope city hall will enlighten the public why JLD is acknowledging payments with its own receipt and unilaterally grants discounts.  When City Ordinance 748-2002 is specific that the fine for clamped cars/light vehicles is P1,100.

Asked if he will go to court to protest, Coquia said he has no plan to do so but only want to alert the city about  JLD’s seemingly illegal activities.
