Good luck! If this can be accomplished, crime will be drastically reduced. First and formost police who may be “on the take” will have to be weeded out, with any service related (pensions) money confiscated and forfitted. ALL police from the top echelon to the bottom of the ranks be rendomly tested for rugs. Next, all employees of the city from the mayor down to the streetsweepers also be randomly tested. Those who fail be given rehab the first time, fired therefter. If those tested are clean they will have nothing to fear. Everyone wins with this purge except the dealers and those who abet them.
