Anna Liza Catan … a government bureaucRAT; a functionary; a lapdog; a flunkie for the Central Bank, admonished the public on their responsibility in relation to the Philippine Currency, a worthless denomination in the world economy in relation to the US dollar, the English pound or the Euro.

THE PENALTY OF IDIOCY . . .

Presidential Decree No.247 of PNoy, ruled that, it’s against the law, to deface, burn, deface, mutilate, destroy legal tender and coins issued by the Central Bank.

That upon conviction beyond reasonable doubt, a sentence of five (5) years or twenty (P20,000.00) peso fine.

However, a presidential decree is not a lawful act of Congress, that can be construed as unconstitutional and such punishment meted to Filipinos, is an infringement of their right under the Constitution.

THE 1987 PHILIPPINE CONSTITUTION – BILL OF RIGHTS . . .

Article III – Section IV . . .

“No law shall be passed abridging the

And it should be noted, that tearing, mutilating, burning, writing on the paper currency or making a hole on the useless Philippine coin, is an acceptable political expression as guaranteed by the Constitution.

Therefore, this approach of the Central Bank in imposing a drastic and unenforceable policy according to law, upon Filipinos, is stupidity at its worse.
