Mayor’s half truths

Re: No fish pens, only fish traps, cages
I love it when politicians, this time Belen Fernandez in particular, tell half truths. To quote the honorable mayor,“We are just one year and 10 months in office and that we already caused the removal of 1,810 illegal fish pens that were teeming and tolerated by my predecessor,” said Fernandez, referring to then Mayor Benjamin Lim. If Belen Fernandez were to tell the whole truth she would tell the Dagupan City’s residents that the illegal fish pens HAD been removed by Former Mayor Benjamin Lim and the illegal pens did not appear until late in the mayoral race when the polls showed that Belen Fernandez had a lock on the mayor’s office. Statements such as the mayor made shows her disregard of the intelligence of the city’s residents.
To go farther, after Belen Fernandez won the race she allowed the illegal owners to keep the pens “until the fish matured.” To my knowledge I do not remember ever reading if the illegal fish pen owners, who were graciously allowed by the mayor to mature their fish, ever paid a fine or gave restitution to Dagupan City for the illegal use of its river.
As far as the difficulty in differentiating the fish cages from illegal fish pens, has close inspections of these gages been made? Also, are the owners of the fish cages and traps holders of city permits for all that they own?
I have shown concerned of the aquaculture and use of the rivers because Dagupan City is blessed with its rivers and its tributaries. Too much farming of fish can deprive the eco system of the proper nutrients to allow the marine eco system to thrive.
