Re: Dagupan mayor proposes P691 million annual budget
The budget has been submitted but what has Her Highness budgeted for enforcement of the laws against illegal fish pens. There are now over 100 illegal fish pens clogging the waterways and killing the rivers’s eco-system. It seems that Her Highness has given the owners of the illegal contraptions the green light to continue their to building. Next step by Her Highness is that she will order the pens to be removed — after the fish have matured. This is what she did the last time. In the meanwhile, the damage has already been done and the owners of the illegal fish pens are laughing all the way to the bank with their ill gotten gains. Also remember, the owners are not poor people just trying to eke out a living for their families. They are RICH!! Can this be the “PB” word, Pork Barrel?
More on city money. The city employees received their year end bonuses. The lowest paid city employee earns P15,500 monthly. His 13th month bonus is P18,000. On top of that the mayor has given them an additional 14th month bonus, which is tax free. Also in addition to that she has also given them groceries allegedly from personal funds. I’m not clear if the “personal funds” are from her pocket or discretionary mayor’s office fund. How magnanimous of her. Also keep in mind that many of those given the windfall 13th and 14th month bonus are employees and cohorts she brought into city hall when she was elected into office. Instead of of giving the 14th month bonus would it not been better that that money be given or groceries bought for the multitude of needy in the city?
