I have to wonder how the surplus occurred. Could the surplus have occurred from the unexplained use of NGO funding and continued through this administration.
Her Highness has previously said “This did not happen under my administration.” Yes, we know that the unexplained NGO funds began under Former Mayor Lim, what we don’t know is why there has still been no explanation as where and how these funds were used for by both the Lim and Fernandez administrations.
How did the present surplus come about. How many jobs were cut by the city? How much governmental expenses been eliminated and exactly how? More importantly, how much more taxes and revenue is being taken from the citizens and businesses of the Dagupan City through the exaction of higher fees and taxes? I think the citizens of Dagupan City deserve a more concise explanation of how the “surplus” came about.
