It will be good to have such ordinance that requires each lot to contain the rainwater to dispose it, but there are problems with enforcement and the groundwater is just a few inches below the ground or even higher than the ground. To enforce it to buildings for construction will be unfair because the place will be flooded anyway. If the drainage projects done after the big earthquake and the recent ones were designed and constructed properly, then the only project to do would be the dredging, flood protection along both sides of Pantal river and pumping stations.
Unfortunately some “true blue” DAGUPENOS and the SMART ENGINEERS OF THE CITY together with DPWH do not even want to read anything or do something about the STUPID DESIGN AND CONSTRUCTION of the recently completed project. How can someone who is a licensed engineer allow such STUPIDITY?
