Catch basins will be good

Catch basin on grand scale is wonderful idea to minimize flash flooding. Policy and ordinances should be implemented by every government agency within local government. Need ordinance that says if you build a concrete pad of xx square feet then you need to build a catch pond of same square footage.
Here in US even the military adheres to this rule. At times they have to tear down buildings because they do not have corresponding footage to build catch ponds. So in order to build new buildings they tear down the old.
In Thailand, just looking at the fields from tourist bus we see their fields have waterways for the water to stay or move to other areas. They control the water via canal system.
To help out with perennial floods every property owner needs to look at their lots if they indeed have small catch ponds to collect their own rainwater. Waiting for grand solution results in inviting temptation of inihaw na bangus para sa gutom na tao.
