Before any airplane could land on any runway, to have emergency equipment like fire trucks, buses, and ambulances in place is standard practice in US. If these are violated, the airfield management pays a fine. It also includes tires and wheels with jacks in case blowouts happen in runway or taxiway. If the airlines do not have the equipment then they also pay a fine.
We also have emergency equipment to lift whole aircraft if needed to get aircraft out of taxiways and runways. Now our FAA or equivalent of CAAP identifies who provides this equipment and training because it is joint partnership with airline and crash crews. How can we improve our airport ratings when we display this type of ignorance of even the basics. A&P License mechanic…etc.
