Jueteng money/payola is not a govt. fund, thats correct but failure to pay taxes from it becomes a criminal offense, non-declaration and deliberate intent to hide.
BIR does not discriminate income, whether galing sa malinis o marumi. Jueteng money is illegal racket, Enrile’s dole out is legal racket and Speaker Belmonte’s dole out is called rocket ship, LOL
