Taking a quick look on this . . . water pump . . . being handed over by Executive Assistant Modesto Operaña, a toady of Governor Espino, to a gaggle of unsophisticated bystanders, need a surgical strike to see, if the political machine of the administration, is up to no good. And, it seems to smell like a rotten apple akin to the purchase of the shotguns to arm the Kapitans of Pangasinan.

The water of a pump . . .

This water pump was manufactured in Wuxi-Jiangsu, China by the W&H Technology Company, whose reputation is unknown – meaning – it’s an upstart company with only 30 employees who, with a twist of political clout landed a contract to provide thirty (32) two pumps for all the barrios of Lingayen, and probably just a start, which could lead to cover the whole province of Pangasinan.

Model – WH-PG207. A single-cylinder, 4 strokes, air-cooled gasoline engine, with fuel capacity of 3.8 liters. It has two (2) inch diameter outlet, which can spew 1000 liters/minute or two (250) hundred fifty gallons/minute. What can be seen with this kind of engine is too small to water the acreage of one (1) barangay as a whole. By Espino standards, it will take Hell to freeze over to irrigate an unirrigated land like Lingayen.

The problem that arises at once is maintenance, if it runs on unleaded gasoline. With the cost of fuel, this thing will rust before it starts. Also, how dependable these machines made in China? A place where everything they touch comes out with a problem.

The proof in the pudding . . .

Another Espino boondoggle? So, what’s the motive behind it? Why such a controversial idea if not corrupt, flourished again in the mind of Governor Espino backed by his lackeys in the Provincial Board?

The money trail . . .

According to the W&H Technology Company . . . to purchase these water pumps should be in bulk of fifty (50) pieces not lesser than that. I REPEAT, YOU COULDN’T BUY FROM THIS COMPANY PIECEMEAL! It did not say how much, but the pricing is negotiable. This thing happening before every Pangasinense’s eyes is an experimental run designed to gauge the reaction banking on the acceptability of the program. Once Espino gained the upper hand, then – voila – Pangasinan would be drowning in water pumps it doesn’t need.

If Pangasinan bought fifty (50) of these pumps offhand, where’s the other eighteen (18)?

The Chinese waggle-doggle . . .

The possibility of financing of this kind of deal could be in Chinese loans or grants. Espino’s Pangasinan don’t have the moolah to buy on her won. Then, the percentage kicks in for money to be made making everybody happy. Who wouldn’t want Espino for governor? Governor Espino, for all intent and purposes, is money on a hoof!
