Technology available but expensive

Indeed there are available technologically advanced permanent engineering solutions and it requires a lot of money and will. Money can be found but maybe the will of the majority of politicians to avoid CORRUPTION during the implementation is impossible and once the solution is done, there must be regular maintenance, strict enforcement to prevent the proliferation of fishpens and dumping of garbage that will render the solution useless.
I noticed that the lahar dike and the proposed seawall for Manila Bay are not the technologically advance design that I had researched, designed and constructed since the mid-80s and saw it work against several devastating super typhoons(150-225 mph).
The environmental impact of such engineering solutions must be avoided or minimized especially the draining of swamplands and wetlands just like what happened with the Kissimmee River that discharges to the Lake Okeechobee in Florida.
