In 1975 my boss at the former Guam Waterworks Authority brought in ripe and green mangoes to Guam and were confiscated, and incinerated in his presence.
Sometime in late 80s, my friend and I were on a plane from the Philippines bound for Guam. About one hour before landing, he realized that the ripe mangoes that he hand-carried would be confiscated. So with his other friends he decided to finish off the ripe Philippine mangoes rather than go to waste.
Around 1980, the sitting governor of Guam brought in marcotted mango trees to be planted around the governor’s house and were also confiscated and incinerated.
Meat even frozen and all fresh unprocessed agricultural products are not allowed except mangoes and fish and sea products from Guimaras. The island has a plantation of Philippine mangoes and imports and allows Philippine mangoes from Guimaras just like the CONUS with importation permit.
I believe Ms. Cardelli was misinformed by the customs agent that she could retrieve her hand-carried mangoes.
