You seem to be like the Pharisees who are present but could not see the presence of God. So for the sake of people who need an eye doctor like you, let’s take it one step at a time Wide Eyed Edwin.

Income taxes are collected by the BIR using your RA laws. This tax is paid to the national government using the BIR regulations.

Municipal taxes on the other hand are collected by the city of Dagupan using municipal ordinances.

One example is people living in New York City file their Federal taxes to the IRS and City of New York taxes to the city of New York. In some cases they pay the IRS and have a refund for their city taxes or vise versa. Or sometimes no taxes owed to both entities.

The author of the municipal ordinance Michael Fernandez clarified in his public pronouncement that the school taxes were not included in his sponsored ordinance. So how could you derive that schools should be paying taxes to the city and if they paid are not owed a refund?

Practicing lawyers researched the intent of the Constitutional writer by tremendous research since the writers are no longer around, or the intent of certain numbered Congress all the time to interpret and present it to a judge when the law is questioned.

So if the author of ordinances is in front of you and you still cannot read or could not hear, are you one of the monkeys in the bar?
