Re” Provincial board dismisses admin case vs. Braganza

It’s doomed from the beginning. A private entity filing an administrative complaint against the government? PASS President Ruben Morante is virtually fighting an agency which grants him permit to operate.

There is nothing wrong if Alaminos City Mayor Nani A Braganza bankrolled the construction of the PSU satellite campus. The money didn’t go to his pocket. He used it for the common good. The main beneficiaries of his project are his constituents and even transients who chose to study there.

Surprisingly, The Great Plebeian College that has made an imprint in the field of education even before Mayor Nani saw the light in this world seems to be silent on the matter. It should had been a different story had GPC filed a manifestation to the board as a “person in interest”.

Mayor Nani who has guts like his strong-willed mother, the late Division Supervisor Purita A Braganza who took charge of ‘Evaluation, Research and Statistics’ in Pangasinan,(a fella co-division supervisor) made wonders in the west. The growth of Alaminos in almost all aspects of endeavor is phenomenal.

Mr. Morante has to face realities. He can’t fight city hall. Considering that he’s not a true-blooded Alaminian (he hails from Dagupan City) he has to work hand in hand with the city leaders. He should stop ‘antagonizing’ them. Free enterprise should prevail over greed.

I’m not aware of any change of policy regarding the operation or filing an application to operate a school. The usual practice is “authorization’ comes first before “recognition”.

And by the way, is not the provincial board in estoppel in dismissing the administrative case that has β€” in the first place β€” no jurisdiction over it?

Returning the case to the complainant due to technicalities is a subtle move rather than dismissing it … a harsh action given the kind of administrative case.
