Simply as “noted”

Does the opening of the Pangasinan State University in Alaminos need the imprimatur of the Commission on Higher Education to legally operate? Logically, I would say “no”. The job of the commission in this case is to stamp the word “noted”. The fact that PSU-Alaminos is allowed to operate implies that all the papers are in order.
