Sir, the other problem with the seal was the Secretary of the City Council Jorge Estrada gave the guidelines of the contest one day before the deadline. Many of 27 contestants were up in arms because what they drew were in violations of the guides.

Imagine, where could you find a seal contest given a month of submission date, but with the guidelines what to draw and not to draw given a day before the deadline? It’s only in Dagupan!
