Re: Cojuangco: Pangasinan should have nuke plant
While France, Japan, and the G20 countries are reviewing the nuclear standards, ex-congressman Cojuangco is advocating the proliferation of nuclear plants in the country. India has postponed the implementation of their nuclear programs and so with Scandinavian countries. Is the BNPP designed to withstand intensity level 9? Is he aware of the proximity of BNPP to a dead volcano? Even volcanoes tagged ‘dead’ resurrect.
Look at Mt. Pinatubo. Is there a redundant cooling system designed into BNPP? Have these safety measures been tested? Do their percentage reliability figures, comply with IAEC? Are there no other alternative energy sources that are worth investing? Are our present national grid effectively managed to be able to supply the demand? Are we using substation automation systems and FACTS (flexible AC transmission systems) technologies to extract effectively the maximum power from our power plants and substations?
I think, MCojuangco’s proposal is similar to our government practice of creating new laws without first examining whether there is an existing law already that serves the purpose.
The proposal may fall into a logical fallacy if we ask the question: is that the only alternative? Another thing to investigate is: are the countless discrepancies discovered by the Quality Assurance Department of Westinghouse International Projects been resolved? Was the post construction crack in the water channel leading to the plant from the sea repaired? or just hidden from exposure by the project capitalists? I did not see the crack myself, but it deserves investigation.
Also, quake intensity design of the plant is only 7, whereas the Japan quake is 9. This needs investigation. MCojuangco’s engineers should come out in the open to defend their nuclear plant Participants in these kind of forums should have been technical people, engineers, volcanologists, former members of the Miescor and Westinghouse who constructed it and environmentalists, not shortsighted accountants or politicians.
This is why we are the laughing stock of the world.
