Your last posting is exactly the point of lots of posters trying to give you some sense. You do not want to build rickety dilapidated and outmoded nuclear plant in Pangasinan to be repaired and updated like your refineries.
You do not want buggies as we do not want an outmoded nuclear plant already being given away like the Egg Harbor plant in New Jersey and buy it at a premium from Korea because some parties already received a prepayment for lobbying to put it in Pangasinan. Remember the Lozada ZTE deal played out during the senate hearing. Prepayments are common practice.
At least the nuclear lobbyists in US are introducing nuclear plants that are designed to be over 250 percent safer that the ones being bought from Korea.
So lobby first for Diablo nuke plant before putting a buggy and whip days nuke plant in your backyard. My advice, it will be easier if you dream for the newer safer models. Your chances of getting approval from the IAEA and California will be higher.
