Kudos to the police department in their effort to stop the shootings by motorcycle riding gunmen. If this effort saves one life then the inconvenience caused to the cyclists will be worth it.
Also, regarding the execution of drug mules. I do not pity them but if they were to spend the rest of their lives in a Chinese jail, ruing over former miscreant behavior, then, that too, would be a fitting and just punishment. The may have been big money making mules before being caught but in a Chinese penitentiary they would live and be treated worse than curse until they died.
