I think its both, Vocales are rewarded for their loyalty to Guv 
Spines after being accused of being
 a gambling lord or jueteng operator
 Mga taong bayan ang magbabayad diyan sa SUV’s and gas. Hwag iboto ang bise guv at mga vocal . Ipakita na taong bayan ang boss.

PLS. DELAY PAYING PROPERTY TAX, save your money for rainy days and not to subsidize the SUV’s.
