More boats needed

Mr. Suratos:
Very good question for a city with rivers and prone to flooding especially in regards to disaster preparedness.
At the rate the smart engineers of city hall are raising the roads without adequate drainage, and developers backfilling both sides of the JDV highway extension, more boats during floods will be needed.
Many years ago the previous administrations of Alaminos, San Fernando and Dagupan were into the so-called tri-city ferry service using a “mono-hull” type boat which is again the proposal of smart city planners. What happened?
