Mr. Jerry Carrera is absolutely right on the nail. Your second sentence gave you away that you just wrote an opinion ready for Bonuan dump. “THEY have spoken. 
And their word is final.”, will surely get you thrown out of room.

As recently as January 2004 the Philippine Supreme Court had reverse it’s own decision on the Mining Act.

Just ask any of the student journalism and lawyers for their honest opinion if the Philippine Courts decision is absolute. It sure is not here in US of A.
