Flood Forecasting Seminar by Engineer Virgilio Garcia:
It is very sad that those in attendance did not even question the major major stupid pronouncements of this new ”damage control engineer” of NPC. What is the new protocol now? Is the release of over 5000 cubic meters per second GRADUAL?
The inflow from upstream at the time that the rain or typhoon had not yet reached Pangasinan must be way over the 500 cubic meters per second judging from how fast the level at the dam was rising and the stupid operator waited until the rain came and the level was critically high. Then the sudden release at over 5000 cubic meters per second.
Now this new engineer claims that the flood was not caused by the NPC. Those in attendance just swallowed that? Nakakain lang masasarap kaya hindi na sila nagtanong?
