The accusation of Mr. Celeste is premature and self-serving.

People who live in glass houses should not be throwing stones.

If the fishponds are outside the areas of Hundred Island Park then this becomes a judicial issue which needs clarification from the court and leases will be scrutinized.

I suspect that these leases if covered by presidential decrees are influenced by Sec. Clave when he was Executive Secretary by President Marcos. It is very possible that these fishponds are squatters without valid permits.
