What went wrong??? A series of unfortunate events. Blame lies solely on dismissed Capt. Rolando Mendoza and the police and political leadership. The hostage taker wants media attention to air his grievances that’s why he took the bus to Quirino Grandstand or else he could have killed all of the hostages and fleed in the first place. Looks like the ground commanders were looking for orders from higher ups and could not decide on what to do following Usec. Rico Puno strategy which was just to tire the hostage taker, a major major mistake (to take a clue from our Ms. Universe contestant) and not to give in to his demand of reinstatement. Authorities could have just agreed to his reinstatement in exchange for the freedom of all the hostages and had a waiting handcuff on hand. They could always say the decision was made under duress and hostage taker will be taken to mental hospital for psychiatric evaluation for being danger to himself and the society.
It is of outmost importance to take into consideration the safety of the hostages. That is your primary concern to serve and protect the people. If you take away his cause then he has no reason to continue his resistance. Hindi lahat nadadaan sa baril or to your testosterone way of negotiations. The way I see it, Col.Yerba did not completely fail since he secured the release of few hostages.
What caused the SWAT assault unit to hesitate??? There is strong association among WPD cops, nagkakaroon sila ng bonding. Kabaro nila si Capt. Mendoza, they worked together for years and shooting at a police officer is like a cop looking at the mirror shooting himself or a fellow cop.
Ganito rin ang mga gangster, sindikato, mafiosi, at iba pang grupo, They protect each others back like an old boys club.
SWAT team had few opportunities for a sniper fire after he exposed himself in the door and windows of the bus. Even with advance weapons technology if the LEADERSHIP is indecisive the effect will be PARALYZING. You could allow media to cover the incident but not to broadcast it live since you give vital and valuable information, that which triggered the tragic and horrible massacre and carnage.
Responsible media vs. Corporate profits???? Did we learn something from this tragedy? Way way back, they showed the SWAT team lob a teargas prior to assaulting robbers in the bank and jumped in only to jump back out because they were not wearing goggles and gas masked.
