Much of the petty crimes committed are done out of desperation by people who are out of jobs. Give these people employment and they will not have the need to rob.
And for those who continue their evil ways have a three-strikes rule. Three conviction and permanent incarceration.
I will admit that there will never be a way to eliminate all illegal gambling but the creation of a resort/casino will provide hundreds of jobs. And since it would be almost impossible to eliminate illegal jueteng, the country or cities can legalize the game with the creation of a gaming commission.
I know that the Church would be adamantly against this but this is the same entity that would rather watch a baby crying out due to hunger and sickness than prevent its conception.
