I think she is just playing safe. Because there is no protection from law enforcement when it comes to lives at stake.

Death threat will follow after implementing the fisheries ordinace. There is this what we call law enforcement division of the Bureau Of Fisheries and Aquatic Resources wherein the implementation of law of the sea and tributaries must be followed.

So where are the personnels or authorities concerned? Something fishy?
