Flooding lawsuit:
I am glad that these lawsuits against the NPC and SRPC had been filed and I hope the others will follow. Operating dams especially those in series need real time integrated information system and integrated dam safety management operating protocol, not those “Hindi pa dumarating ang ulan” protocol of the SRPC operating engineers.
I hope the court will not be swayed by the lack of the necessary instrumentation, which are prerequisite for safely operating even just one dam.
The standard in the exercise of “reasonable duty of care” by learned and licensed professionals (operators of the dams) is much higher than an ordinary person in the street and certainly the catastrophe that occurred demonstrate total disregard for safety. I sincerely hope the operators are separately charged personally.
