Why punish them?

Recently a person I know renewed her license to sell bangus. She had let the license lapse for about four months. During the time she was unlicensed, she did no selling. When this person got enough money to renew her license, she was also made to pay for the previous four months she was inactive.
Is it any wonder that there are so many unlicensed vendors when the city is placing fines against them when the try to follow the law?
If a person is caught selling illegally, fine them. The city shouldn’t punish them for something they have not done.
