Things never change in the Register of Deeds and Assessors office since time immemorial up to the present. Whenever you transact in these offices, just like any other agencies, the people from the lowest clerk to the head of the office demand some form of grease. It is either a laughing money or a crying money.
Pababalikin ka nang pababalikin until you get the hint/message. Ganyan ang nangyayari sa atin, kanya kanyang diskarte.
If your father’s title is missing it might be that it is already cancelled and if your brother’s title is also missing, it is because whoever committed this dastardly act is now covering hiss track.
It is an open secret that this practice is going on. Dahil sugapa sa pera ang mga tao diyan sa nasabing opisina, you could arrange an entrapment operation with ABS-CBN PROGRAM XXX or coordinate with NBI.
My own personal experience in dealing with unresponsive agencies, I file complaint with the Office of the Ombudsman and I always get positive result. Do not threaten anybody if you cannot back up your words. All bark and no bite, they will just laugh at you.
The next best thing to do is obtain a copy of the title from the local assessors office or the provincial assessor or from the office of Land Registration Authority. If your brother’s title is missing, then it did not exist and just present a copy of your father’s title and hire a lawyer to reconstitute the title. You could hire a reputable attorney in your quest for justice. Good luck to you.
May kasabihan tayong kung ano ang puno siya rin ang bunga. The former head of the said office is his father. Say bunga no napatak aga onarawi. Alam nila kung ano ang nangyayari diyan sa loob kaya lang lahat siguro nakikinabang. The office represents the cross section of govt. bureaucracy. CORRUPT.
