Since we will eventually know Congressman Cojuangco as the father of nuclear program in RP we might as well check KEDO Light Water Reactor (LWR) project and start with their cost and safety pronouncements.
In 1998 the KEDO LWR project was estimated to cost four billion dollars. Since its suspension due to political reasons it had cost the Democratic Peoples Republic Korea (DPRK) millions just for the preservation of the already constructed portion of the project. Most of it for safety and security.
Here’s KEDO’s safety pronouncement, and it looks sound –
“Achieving acceptable levels of nuclear safety shall not be compromised for any reason. All organizations and individuals performing work for the LWR project must also comply with this policy. To ensure these objectives are met, KEDO is ensuring that sufficient personnel and financial resources are devoted to adequately implement all nuclear safety aspects of the LWR project.”
Would KEDO be turning over the part of ensuring sufficient personnel and financial resources…for all nuclear safety aspects… to the provincial government or Congressman Cojuangco’s company?
Hope there is enough money to follow through so it does not follow the San Roque project where the other part of which is to ensure the province safety but was not funded, i.e., dikes and ponds, as stated by President Ramos right after the floods.
Speaking of the Korean project, what is the death toll now at the SBMA shipyard? But If you look at their glowing safety pronouncement, why do they continue to have an alarmingly high death toll?
Edwin, did the US Navy Public Works shipyards have the same death toll when Subic was run by the US Navy?
