You’re absolutely right! First things first: more planning, more research and study, counting of cost, etc.
The Lord Jesus’ advice on similar matters is to count the cost and more counsel and planning when building a tower or going to war (Luke 14:28-32).
The nuclear power plant proposal in Pangasinan should remind us to spend more time to pray, think, study and research the issue.
