First things first

Mr. Ceralde:
You and the other posters’ comments/concerns especially initial construction and operating costs must be satisfactorily addressed first before these proponents/fan(atic)s of nuclear energy conclude that, indeed, it is the only way for the Philippines to survive the 21st century.
These people sometimes act like little kids who like new sophisticated “toys”. Unfortunately the “toys” that they like are very expensive to construct, delicate to operate and not suited for their age and “mentality”.
If there was inadequate/inexistent and/or improper protocols and guidelines for the operation of San Roque Dam aside from stupid operators that resulted in a catastrophe, why would the people of Pangasinan and the Filipinos trust these proponents when it is very obvious that they only care for their pockets or satisfy their ego?
The first step, if they really are not thinking that the Pangasinense/Filipino people are dumb, is to establish a Nuclear Regulatory Commission by law because the Department of Energy does not have the statutory authority to and the competence to regulate nuclear power. Log on to the DOE’s website: http://www.doe.gov.ph/Laws%20and%20Issuances/irr.asp .
Can anybody trust Angelo Reyes who doesn’t know his left foot from his right foot? Can you trust Congressman Coquangco who is supposed to know that a very comprehensive legislation and detailed implementing rules and regulation are needed first before proposing this project? Remember that he intelligently questioned the operation of the San Roque Dam after Pepeng.
The proposed nuclear power plant cannot be implemented with a snap of a finger unlike during Marcos. So why did the proponents act as if the project is a GO?
Basta malaking project, mabilis ang OK. May natapalan na ba kaagad o kaya ay naguunahan sa SOP? Ito ba ang “deal” para suportahan ang susunod na presidente? Magisipisip tayo, huwag tayong tatanga-tanga.
Think about it.
