Re: Anti Red Tape Law of 2007

Dear Atty. Duque,

I am a big fan of your column. It gives colorful insights of various political personalities, events and very passionate comments. Could you also
 write about Anti Red Tape Law of 2007 to educate and remind basic duties and responsibilities
 of our Kapitans especially in regards to the performance of their ministerial functions in issuing certifications and clearances?

I have difficulty understanding the Barangay Captain of Poblacion, Lingayen. She demands a certification from the Municipal Assessor before she issues a clearance with regards to application for tax declarations. That is like putting the cart before the horse.

We need leaders who are responsible and responsive to the needs of their constituents. Kapitans should not be selective in issuing certifications without justification depending on their
 whims and caprice.

I am hoping to see you mention 
this issue n your next column.
