Spines’ plan for criminal suit against San Roque Dam(n) operators:

I believe it is appropriate to file the criminal suit based on the evidence especially against Engineer Palada who in an Aug. 02, 2006 press release was quoted assuring that waters will stay within Agno River even at 7000 cubic meters per second. I doubt this guy’s credibility.

In the same forum, Engineer Arturo Ladislao of PAGASA did not totally agree because there are possibilities that dikes like the one in Gualsic, Malasiqui that was breached in 2003.

Anyone familiar with using Google Earth can see that the 90 degree bend of Agno River at the vicinity of Gualsic, the dike will be breached if not adequately designed and constructed and will overflow towards the low areas of Malasiqui, San Carlos, Santa Barbara and Calasiao. Read the very reassuring statement of Palada entirely and his mindset why he did not release the water earlier during typhoon Pepeng. In the same release, Nick Melecio did not agree with Napocor’s claim of Agno River’s capacity. Log on to:
