Who is to blame? The panic-stricken, terrified, the chicken, the gutless, terror-stricken Emma Molina, and Alipio Fernandez. They stuck their heads in the sand.
The Kapitanes have more power than these two wimpy government official. Quack, quack, quack.
The same can be said of the Gov. Espino. Quack, quack, quack.
