I agree with you that corruption is not confined in Manila. Hell, the corruption is a national illness, starting from Malacanang headed by Gloria “Hello Garci” Arroyo all the way down to the barangay level.
Now, in the issue of Dagupan, everyone knows that the local politicos are on the take. In local dialect: “Arayan totoo ed city hall et babayaran nen sara me gawa na illegal fish pens.” There, how could you make it any simpler than that?
These people who are supposed to be working for the public have to render deaf, mute and blind by the money they have been getting from the illegal fishpen operators. These people do not have any morality.
I wonder if their parents ever taught them it is not right accept bribes. My description to the city administration: The dumb, mute and blind without shame who continue to fool the Dagupenos.”
