No, corruption is not “already embedded in the Filipino blood and mind and heart.” The Filipinos are honest, hard working people. What has happened is that the people have been become apathetic. They have come to believe that corruption cannot be cured so they begin to believe that it is the Filipino way. Because of this apathy, corruption occurs because these same people begin to vote by name recognition with no regard to the candidates’ qualifications to hold office. To cite examples of this one only has look at who are in office.
On a local level, how many of the elected officials in Dagupan have the same last names? A look at the senate or congress can also attest to this. Congress is rife with sons, brothers, spouses, and in-laws of present or former politicians.
The president has been accused of being the most corrupt president in Philippines history. She says she will run for congress when her term ends. Knowing the way the voters vote she will win and so will her equally crooked sons.
No, the Filipinos are not corrupt or dishonest, they are just apathetic.
