I’m not questioning the volume of water/rainfall brought about by Pepeng. This alone cannot cause the ‘directional flooding’ that Pangasinan province just experienced.

This is the first time in my 60 years that I’ve seen flooding and devastation like this. Doing my post-mortem/forensics tells me that it was the reckless and ill-timed water release that worsened the situation.
